DISCLAIMER: All documentation was initially hosted locally to allow use if internet connections are down. In this method, they might've taken a minute to download to a user's session. If one document was already open, and a subsequent document appears to not open, a user would try selecting the previously open document in an attempt to force the second one to come into focus. If any documentation appeared to be out of date, a user was encouraged to use internet session options to delete all downloads and then refresh their screen.
